As a subconsultant to Central Washington University, Paragon Research Associates (PRA) assessed the Wanapum Dam Heritage Center Repository and developed guidance to facilitate compliance with applicable laws. Specifically this assessment was to: review and evaluate all collections records and inventories; review the facility and collections management and storage practices; provide advice for storage of photographic materials and historic documents; and provide recommendations for the conservation of ethnographic and perishable materials. Paragon Research Associates (PRA) evaluated the Heritage Library and Gale Archives located on the Cedar River Watershed Education Center campus. The facility houses historic records and photographs related to the history of Seattle Public Utilities development of the Cedar River and Tolt Watersheds, as well as historic and archaeological artifacts. The assessment considered environmental conditions, the fire detection and suppression needs, lighting, security, housekeeping, integrated pest management, space, and storage systems in use at the facility. PRA provided collections management services to meet standards of Israeli Antiquities Authority for traveling exhibit of the Dead Sea Scrolls and associated artifacts. PRA staff complete monthly condition reports for non-scroll artifacts while on exhibit and provide assistance during exhibit installation and deinstallation process. As a subconsultant for the Colville Confederated Tribes History/Archaeology Department, Paragon Research Associates (PRA) inventoried and assessed federally-managed historic and prehistoric archaeological collections (ca. 40,000 artifacts) slated for transfer to the Colville Confederated Tribes Repository as part of an ongoing multi-year project. PRA’s work included review of collections and storage practices, determining the scope of collections, reviewing the completeness of the collections and associated records, assessing the level of research performed on the collections, and development of a list of recommendations for further work. A team of four researchers recorded object and location data for over 20,000 objects, assisted with data entry, and identified objects requiring further research. Paragon Research Associates (PRA), as a subconsultant to the Colville Confederated Tribes, History/Archaeology Department, located and assessed collections obtained from within McNary, Lower Granite, Little Goose, Lower Monumental, and Ice Harbor Dam Project lands. Work was completed under three separate contracts. PRA researched collection locations and verified data through contacts with numerous museums and repositories. PRA's assessment included basic information on the status of appropriate collection storage conditions; completeness of collection; necessity of inventories and rehabilitation of collections. PRA evaluated historic artifacts as well as cultural material, including vehicles, furniture, and equipment stored at an off-site warehouse. Paragon Research Associates staff developed, co-authored, and distributed Archaeology Resource Guide for King County Historical Museums and Organizations. The project mission is to better inform small historical societies and museums on ways to educate the public on cultural resources and preservation of such resources in King County. PRA staff created a continually accessible resource for historical societies to utilize when approached by the public with questions or concerns about cultural resources. Topics of the handbook include legal and ethical concerns, record keeping, proper cataloging and storage of materials, and extraction of useful research information. Back to top.... |

As a subconsultant to BOAS, Inc, Paragon Research Associates directed and managed laboratory and curation for a large-scale excavation project. Paragon Research Associates (PRA) as a subconsultant to Adolfson Associates, Inc. has conducted work during both phases of this project. During Phase I, PRA staff conducted archival research, field survey, and produced a discipline report for the Draft Environmental Impact Statement and Final Environmental Impact Statement for interim improvements for the proposed 11-mile interim trail development to meet SEPA and NEPA requirements. Additional tasks included project-specific tribal consultation and report preparation. The report prioritized likelihood of cultural resources by project segment. PRA staff have also assisted King County during construction of the interim trail improvements by conducting cultural resources monitoring in areas that had high potential to encounter cultural materials. During Phase II, PRA also provided support and technical assistance for the Draft Environmental Impact Statement for the Trail Master Plan. Back to top.... |

As a subconsultant to KPFF, Paragon Research Associates (PRA) conducted archival research and completed a cultural resource assessment for proposed construction of a new transit center in Issaquah, Washington. PRA's work included preparing a cultural resources technical memo per FWHA/FTA NEPA and Section 106 guidelines. PRA staff prepared a delineation of the Area of Potential Effect (APE) and assisted Sound Transit in the preparation of consultation and coordination materials to be sent to the Washington State Office of Historic Preservation and potentially affected Tribes. The U.S. Army Corps of Engineers, Walla Walla District proposes to conduct riparian habitat improvement activities along the west bank of the Snake River south of Asotin, Washington. The District issued a Task Order under its IDIQ on-call environmental services contract to conduct a cultural resources investigation of the area of proposed habitat improvement. Field crews from Paragon Research Associates (PRA), working as a subcontractor, conducted an intensive cultural resources field investigation of the Asotin Slough area. Paragon Research Associates (PRA) completed a review of NAGPRA Inventory Reports and Collections Inventory Reports submitted to the Walla Walla District by various repositories to assess completeness of the District’s NAGPRA compliance. Inventory results were compared with data included in technical reports to assess confidence in compliance efforts. PRA developed a database constructed to allow continued access and updating of NAGPRA related information for over 1,000 sites managed in six reservoirs and numerous management units.
